Attached; Sinhala, an Indo-Aryan language spoken in Sri Lanka, has a well-known semantic classification of verbs. All Sinhala verb roots occur in one or two stem classes, commonly known as volitives and involitives (see Gair 1990; Gair &amp; Paolillo 1997; Inman 1993; Beavers &amp; Zubair 2010, 2013). The (in)volitivity of a verb denotes the extent to which the external argument is involved in the action denoted by the verb. For example, in (la), the verb natdmwa 'dance’, in the volitive form, is both volitional and intentional on the part of the subject Lal. By contrast, in (lb), with the involitive verb, the act o f dancing is either non-volitional or unplanned as far as Lal is concerned.1'2

Attached; The market and the state have to play valuable complementary roles in economic&#13;
development. The government or state is expected to correct and facilitate the&#13;
market. If the government fails, people cannot lead fine lives. At present, South&#13;
Asian people have many socio-economic and political problems including poverty.&#13;
Some of these problems are outcomes of poor performance of the state and are&#13;
correlated with poverty. Specifically speaking, in South Asia, 32 per cent of the&#13;
population lives on less than $ 1.25 a day. Some countries do not concentrate&#13;
on development. Instead, they are entangled in civil struggles, infringement of&#13;
human rights and failures of government, such as, corruption. Therefore, this&#13;
study examines whether the South Asian countries have played the proper role&#13;
of the state as accepted by economists. This objective is achieved by analyzing selected performance measures of the state, such as, corruption, rule of&#13;
law, modernization of roads, education, health and governance, over time and&#13;
comparing their changing patterns between economies. The study is based on&#13;
secondary data, and in addition to qualitative analysis, many variables are econometrically analyzed. It concludes that in South Asian states poverty is decreasing&#13;
but states and governments of these countries have to do much more to promote growth and. alleviate poverty.

Attached; Community participation in governance has now become an integral principle in development thinking- h i practice also, efforts&#13;
are being made to apply this principle in various aspects o f governance. However, the sustainability o f community participation in&#13;
governance is highly determined by the stakeholder perceptions concerning the change made by that effort. This study&#13;
investigates the stakeholder perceptions on the governance structures and procedures introduced in one selected area in S ri Lanka.&#13;
The project implemented in Hambantota and Monaraga districts w ith the aim o f establishing community level structures below&#13;
the local government level and lin ks them with the overall system o f governance through the project in order to fill the gap o f an&#13;
absence o f a governance structure for the people to participate at grassroot level. The project introduced two additional&#13;
governance structures, V illage Organizing Committee (V O C) and Rural Coordinating Committee (R C C ), in order to work with&#13;
the existing system o f governance. Th is study aimed to comprehend the way people perceive the newly introduced governance&#13;
structures andthe tilings related to them.&#13;
The study found that a ll stakeholder categories were in a highly positive perception regarding the new governance structures. The&#13;
government o fficials were the most satisfied regarding the importance o f the new change. Women and poorest' o f the poor iare&#13;
were highly satisfied among the m arginalized groups. The three main activities, im proving governance and participation,&#13;
promotion of sustainable development and resource m obilization and infrastructure development were identified as the key&#13;
drivers o f satisfaction. However, the respondents were relatively less satisfied on the provision o f adequate inform ation on&#13;
marketing and promotion o f linkages.
